Omelyanovsky V.V. graduated from the Russian National Research Medical University named after N.I. Pirogov in the specialty "Medicine", awarded the qualification "physician".

After graduating from the university, he remained in it and worked for eight years, where he rose from a senior laboratory assistant to a professor at the Department of Clinical Pharmacology.

In 1998 he graduated from the Russian Academy of National Economy and Public Administration under the President of the Russian Federation with a degree in State and Municipal Management, awarded the qualification of Economist-financier.

In 2002 he defended the first doctoral dissertation in the Russian Federation on clinical economic analysis and pharmacoeconomics.

Heads the Health Expert Council of the Federation Council Committee on Social Policy, expert of the Analytical Center under the Government of the Russian Federation.

He is the chief clinical pharmacologist of the Ministry of Health of the Moscow Region, President of the Russian Branch for Medical Technology Assessment of the International Society for Pharmacoeconomic Research and Outcome Evaluation (ISPOR).
